Project: Performance Evaluation of MCC Programs in The Gambia and Togo

Have MCC’s investments in West Africa performed as expected?

Limestone Analytics has been awarded a contract by the Millennium Challenge Corporation (MCC) to conduct independent evaluations of the of MCC programming in The Gambia (Threshold Program – Governance Project and Operations Project) and Togo (Threshold Program – ICT Project). Limestone Analytics, along with partner Social Impact, will assess major performance objectives, including 1) to what extent were the projects implemented according to plan and 2) whether and why the ICT Project achieved its stated objective of increasing firm efficiencies, productivity, investments and growth. The independent performance evaluations will be performed between 2026 and 2027, building on qualitative analysis of documentation and in-country data collection. Limestone Analytics is working hand-in-hand with Social Impact to field the research teams, develop fit-for-purpose data collection techniques, generate meaningful insights, and disseminate relevant findings.

While the outcome of the evaluations remains to be determined, the evaluations are expected to yield lessons and insights that can inform future MCC programming and ensure continued accountability to stakeholders overseas and in the United States.
