Strengthening Australia Awards through data-driven insights across the scholarship lifecycle

Australia Awards Papua New Guinea (AAPNG) has been a cornerstone of Australia’s education support to Papua New Guinea since 2011, awarding more than 5,000 scholarships to build workforce capacity and strengthen institutional links between PNG and Australia.
To inform the future direction of the program, the Department of Foreign Affairs and Trade (DFAT) commissioned a comprehensive review of AAPNG participants across the entire scholarship lifecycle in two scholarship streams (Australia Awards Scholarships and In-PNG Scholarship) —from application and selection through to completion and post-award outcomes. Limestone developed a linked analytical dataset drawing together information from multiple sources, enabling the first end-to-end analysis of applicant pathways. The study examined applicant profiles, alignment with strategic objectives, repeat application patterns, and the influence of family accompaniment on scholarship completion, generating evidence to strengthen recruitment, selection, and scholar support.
The assignment culminated in a technical report, summary report, and executive brief, providing evidence-based recommendations to help DFAT strengthen scholarship programming, improve applicant outcomes, and enhance the program’s contribution to Papua New Guinea’s long-term development goals.
